California’s Application for
HIE Cooperative Agreement
In a nutshell: Describes California’s agreement with the Office of the National Coordinator for a four-year $38.8 million contract to advance eHealth in California. The state has designated Cal eConnect as a subcontractor to make this happen. The objectives of this ambitious project are laid out clearly: To meet the milestones and performance measures laid out in the Office of the National Coordinator's Funding Opportunity Announcement ("FOA"), which include key accomplishments in each of the five essential domains of HIE: governance, finance, technical infrastructure, business and technical operations, and legal/policy.

In a nutshell: Covering the period of of the award from April 2010 through December 2010, this report represents the initial phase of the federal grant program and sets the stage for major programmatic activities beginning in 2011 and following through the balance of the grant period, ending February 2014.
HIE Cooperative Agreement Work Plan (pdf)
In a nutshell: The Office of the National Coordinator performed its annual visit to California to monitor the State HIE Program, which is the $38.8 million grant awarded to the California Health and Human Services Agency (CHHS). CHHS was required to submit a work plan based on ONC’s template following the site visit. Included in this work plan, ONC required that states identify a goal that “…represents bold, audacious statements of achievement around which your state and its leaders can strive beyond the State HIE Cooperative Agreement program period”.
